Bayonne will allow filmmaking fees be waived for students

Fees have a set minimum but vary based on the filming's impact

Bayonne is considering a measure that would allow the waiver of filming fees for students.

The City Council voted unanimously to introduce an ordinance authorizing the changes at its July 20 meeting. The ordinance would amend the general ordinances of the city relating to the licensing, registration, and business regulations for filming.

The existing fee for a basic filming permit cost a minimum of $500 per day. There is an additional fee for filming in public buildings, public parks, and or other public facilities of a minimum of a $1,000 per day.

Filming on private property is set at a fee of a minimum of $50 per day. While those are the required minimums, the actual fees are determined by an impact review conducted by the city’s Law Division.

The ordinance would add a new paragraph allowing the fees to be waived by “the Mayor or his or her designee when filming is done by a student in grade school, high school, college, university or other bona fide educational institution upon receipt by the Mayor or his or her designee of a written certification from a teacher or administrator at the school attended by the student stating that the filming is for educational purposes only and is not intended for commercial use.”

The move to allow the option to make filming free for students in Bayonne follows the approval of a planned major motion picture studio, which the redevelopers have said would offer apprenticeships to local students. Meanwhile, more and more movies are shooting in the city, such as spy thriller “Our Man from Jersey” starring Mark Walhberg and Halle Berry filming on Broadway in Bayonne earlier in the month among others.

The ordinance will be up for a public hearing and vote at the next council meeting in August. The Bayonne Council will meet on August 17 at 7 p.m. in the council chambers at City Hall at 630 Avenue C. For more information, go to bayonnenj.org.
