2025 NJSLA Results Show Charter Schools Outpacing District Peers

The New Jersey Department of Education released the spring 2025 New Jersey Student Learning Assessment (NJSLA) results last week, providing updated insight into student performance in reading and math across all public school districts. The data shows that charter schools continue to post strong outcomes, particularly in urban communities with high concentrations of economically disadvantaged students.

Statewide, charter schools serve about 64,000 students. Robert Treat Academy Charter School in Newark surpassed the statewide reading proficiency rate by 17 percentage points, even though the school serves nearly twice the share of economically disadvantaged students compared with the state as a whole.

A closer review of assessment results across six cities with the largest charter school enrollments—Newark, Camden, Paterson, Trenton, Jersey City, and Plainfield—shows similar trends. Charter school students in these cities are, on average, 71% more likely to read at grade level and 65% more likely to meet grade-level expectations in math than students attending district schools.

When viewed statewide, charter students are about half again as likely to reach grade-level reading standards, or 50% more likely, and nearly half again as likely, or 47% more likely, to meet math standards compared with district peers. These figures reflect the share of students scoring at proficiency levels 4 or 5 on the NJSLA in English language arts and mathematics.

The New Jersey Public Charter Schools Association points to instructional focus, extended school days, additional professional development, and consistent school culture as factors connected to these outcomes.

Plainfield and Paterson Charter Schools Exceed Pre-Pandemic Reading Benchmarks

Plainfield operates five charter schools serving approximately 3,300 students. Among this group, 84% are from economically disadvantaged households, and 14% are multilingual learners. Reading proficiency among Plainfield charter students rose from 39.9% in 2019 to 51.2% in 2025, marking a double-digit increase beyond pre-pandemic levels.

In Paterson, charter schools serve around 7,400 students, with 86% identified as economically disadvantaged. Alongside easing overcrowding in district schools, Paterson charters posted reading proficiency rates of 48.7% in 2025, surpassing the city’s 2019 pre-pandemic rate of 47.1%.

Queen City Academy Charter School in Plainfield, a K–12 school enrolling 506 students, also exceeded its pre-pandemic reading proficiency level. At Queen City, 87% of students are economically disadvantaged. The school’s 2025 results show reading proficiency that is 12 percentage points higher than the statewide average, supported by data-driven instruction, personalized learning strategies, and added academic supports such as weekday and Saturday academies.

Trenton Charter Schools Represent a Majority of Grade-Level Readers

Trenton charter schools serve about 4,200 students. Of these students, 85% are economically disadvantaged, 10% receive special education services, and 9% are multilingual learners. Analysis of 2025 results shows that charter students in Trenton are four and a half times more likely to read at grade level than their district peers.

Although charter schools enroll about one-fifth, or 20%, of Trenton’s public school students, they account for nearly three-fifths, or close to 60%, of all students reading at grade level in the city. Foundation Academy Charter School in Trenton reported a 22 percentage point increase in reading proficiency since 2022 and is now performing above pre-pandemic levels while approaching the statewide average.

Camden Schools Record Faster Growth Than the State Average

Camden district, charter, and renaissance schools have shown accelerated improvement compared with statewide trends. The share of Camden students reading at grade level increased from 17% in 2022 to 27% in 2025, reflecting a 10 percentage point gain that more than doubled the statewide improvement rate over the same period.

From 2024 to 2025, Camden charter and renaissance schools also posted year-over-year gains, with reading proficiency rising by 4.2 percentage points and math proficiency increasing by 3.3 percentage points across all grade levels.

Founded in 1985, Following Years of Deinstitutionalization

The Hudson County affiliate operates under NAMI New Jersey, founded in 1985 by concerned New Jersey family members who had loved ones with mental illness.

The organization formed during the period following “Deinstitutionalization,” when care for individuals affected by mental illness was severely fragmented. Family volunteers came together for mutual support, education, and empowerment. They advocated for improved treatment and living conditions for their own relatives and for all people affected by mental illness.

From its early years, NAMI NJ expanded into an organization composed of volunteers across 21 local County Affiliates.

In January 1992, NAMI NJ hired an Executive Director and part-time clerical staff. Over the past three decades, staffing expanded to include eight full-time staff members and more than 10 part-time program coordinators and outreach positions.

The partnership between staff and volunteers led to the training of volunteers to assess the quality of care provided to clients in mental health agencies and to patients in State Hospitals. Volunteers have also been trained to serve as family educators, support group facilitators, legislative advocates, and recovery-oriented presenters. Staff and volunteers serve on governmental policy stakeholder committees.

Programs Developed for Schools, Communities, and Diverse Populations

In response to the mental health needs of children, adults, and families across economic and cultural backgrounds, NAMI NJ developed support, education, and advocacy programs throughout the state.

In the late 1970s, families gathered in Madison, Wisconsin, and formed state associations. Within a few years, those state organizations established a national entity named NAMI, the National Alliance on Mental Illness.

The organization began as a volunteer-driven effort and continues to operate in that way. Today, NAMI consists of more than 600 local Affiliates and 48 State Organizations that work in communities to raise awareness and provide support and education that had not previously been available.

Why the Portal Bridge Is Being Replaced

The existing Portal Bridge was built in 1910 and is between 112 and 116 years old. It is a swing bridge that opens for marine traffic on the Hackensack River. When it opens, it has frequently failed to close properly. Workers have at times used a sledgehammer to strike the locking mechanism back into place.

The bridge has experienced mechanical problems, signal issues, and even a fire. During a 2022 groundbreaking event for its replacement, then-New Jersey Gov. Phil Murphy said the bridge becomes stuck one out of every seven times it swings open.

Because NJ Transit and Amtrak share tracks north of Trenton, problems at the bridge have repeatedly halted service along the Northeast Corridor, affecting trains traveling into and out of New York Penn Station.

The replacement, the $2.3 billion Portal North Bridge, is a fixed-span bridge that will not open for river traffic. The project is part of the Gateway Program. NJ Transit officials said the cutover work is fully funded and unaffected by the Trump administration’s attempt to freeze Gateway Program funding.

What the Cutover Work Includes

Amtrak officials said performing the work only on nights and weekends was ruled out due to the complexity of the project, safety considerations, and the need to avoid construction overruns interfering with Monday morning rush hour.

Service Reductions Across NJ Transit and Amtrak

During the 30-day construction period, weekday trains will operate on a single track between Newark and Secaucus. This will limit the number of trains that can reach Penn Station New York.

NJ Transit will reduce rail service by 53%, cutting 332 trains from its schedule. CEO Kris Kolluri said, “Starting this weekend and for the next four weeks, Amtrak is going to carry out this extraordinarily complex job. It will be tough; we are going to go from 48 trains an hour to 18 trains an hour.”

Seven North and Central Jersey rail lines will see schedule changes, canceled trains, combined trains, earlier departure times, and longer travel times. The Atlantic City Line will not be affected.

Amtrak will sideline or adjust more than 280 trains during the Feb. 15 to March 15 cutover period. Riders on the Acela, Northeast Regional, and Keystone lines will see reductions in service. Several weekday trains normally used by commuters have been removed from the schedule. Midtown Direct Diversions to Hoboken

Midtown Direct weekday service into Penn Station New York will be suspended on the Morristown Line, Gladstone Branch, and Montclair-Boonton Line. All Midtown Direct trains on weekdays during the cutover will be diverted to Hoboken.

From Hoboken, riders will be cross-honored on:

  • PATH trains between Hoboken and 33rd Street only
  • NY Waterway ferry service between Hoboken and Midtown/W. 39th Street, including connecting service on five NY Waterway bus routes operating from the Midtown ferry terminal
  • NJ Transit’s 126 bus between Hoboken and the Port Authority Bus Terminal

PATH will increase service by more than 30% on the Hoboken–33rd Street line starting Tuesday, according to Seth Stein, a Port Authority spokesperson. PATH officials warned that Hoboken station may experience crowding that could extend to Newark-Penn Station, Exchange Place, Newport, Grove Street, and 33rd Street in Manhattan. Additional PATH customer service staff and Port Authority police officers will be deployed to manage passenger volumes.

NY Waterway will operate enhanced morning and evening rush ferry service to and from Midtown Manhattan.

Rush Hour Travel Advisories

NJ Transit and Amtrak are advising commuters to limit travel during peak weekday hours. Riders are encouraged to avoid travel between 7 a.m. and 9 a.m., with some advisories extending to 10 a.m., and between 4 p.m. and 7 p.m.

Officials recommend working from home if possible. If travel is necessary, riders are advised to depart before 7 a.m. or after 9 a.m. in the morning and before 4 p.m. or after 7 p.m. in the evening. Cross-honored services may experience crowding and capacity limitations.

The first weekday test of the revised schedules will occur on Tuesday following the Presidents Day holiday.

Monthly Pass and One-Way Ticket Rules

For February and March, Midtown Direct customers on the Morristown Line, Gladstone Branch, and Montclair-Boonton Line traveling to or from Penn Station New York should purchase NJ Transit monthly passes to or from Hoboken via Newark Broad Street.

The agency will provide real-time service updates on its digital channels and recommends riders sign up for text alerts. In Morris County, William J. Arnold of Wayne admitted to sexually assaulting a teenage student over an 18-month period. Charged in September with aggravated sexual assault and other offenses, he pleaded guilty on Nov. 17 to sexual assault by a supervisor of a victim older than 16. He was scheduled for sentencing on Feb. 20 before Morris County Superior Court Judge Robert Hanna. Prosecutors said they would recommend seven years in prison.
